Hayward Dec 3-The Hayward City council tonight has passed their re-re-ammended ordinance; all three Foothill street dispensaries will be "spared" zoning enforcement actions" for now.

Hayward Patients Resource Center will be allowed to operate until 31 Dec 2004; the other two dispensaries until 31 Dec 2006.
